Can grou.ps be s-t-r-e-t-c-h-e-d into being an Angieslist site? That's what I want... with this platform or another. Who knows how to do that?

Oohandaah,

at the moment, Grou.ps offers a ranking system (oof for several months now, but they're working on it) and a poll tool. But you can develop your own app.
